He plans to build a multi-screen cinema from the ongoing regeneration of Kirkby’s gaze, which is expected to be compatible next week.
There’s a three-story apartment in the old Kirkby Library.
It would also come with food and beverage outlets, as well as parking and an outdoor living room.
A report for the Knowsley Council’s plan-making committee, which will meet on 5 November, said: “Implementation will contribute to the regeneration of the Kirkthrough centre through an empty site and help diversify supply by introducing other uses at night.
“In return, this will mean the energy and viability of the city center. “
Approval has been recommended.
