A last-minute amendment Tuesday triggered Missouri State Senate sports legislation, although the delay, at least for now, appears to be temporary.
The law took a detour when the House voted by a narrow margin of 17 to 15 to amend a Senate 98 replacement bill with a proposed referendum clause through Senator Mike Moon of Ash Grove. A referendum clause is on a committee that replaces the bill, but intentionally omitted through the proposed replacement in the Missouri Senate for your attention on Tuesday.
A referendum would place Missouri sports and other provisions on SB 98, adding the legalization of a limited number of video lottery terminals, or VLT, ahead of the Missouri electorate for approval in the November 2022 general election.
SB 98 sponsor Senator Denny Hoskins opposes the referendum. The Warrensburg Republican said in last night’s debate that a referendum would require a direct up or down vote on the legalization of sports betting, LTV and other provisions of the bill.
Voter rejection, Hoskins said visibly frustrated, would leave some 20,000 VTTs untevolted, called “grey games” because they operate in a gray domain of the law, operating unhindered in the state.
Moon’s amendment does not kill SB 98, but slows down the procedure, especially if Hoskins makes the decision to verify that the invoice is approved without a referendum. The sponsor of the interrupted bill expressed his displeasure with Moon, posing the challenge of grey play.
“Was it your goal to make LTVs legal in the state no matter what, senator?”Hoskins launched: “There will be a consultation on this that says, “Should these machines be illegal?”And if they say “no,” it means they’ll be legal. “
Hoskins moved SB 98 to the Missouri Senate legislative calendar after the referendum amendment was passed, allowing it to draw attention to the bill later this week.
The Senate scheduled to complete its paintings on the Missouri Sports Betting Bill mid-week and move it to the Missouri House.
Attempts to advance the Missouri Sports Betting Bill began temporarily last night when Senator Dave Schatz of Sullivan proposed an amendment to remove the gray gambling provisions of SB 98.
“That’s my goal, so there won’t be a referendum on it,” Schatz said. “I think your referendum clause has merit, but I will remove, if we can get an amendment, to draft the provisions that might be in question. “, and I hope we can locate some other position to do those things. “
Moon said this kind of amendment, if tabled, would be a step in the right direction. It is not known what amendments will be tabled.
The Missouri Senate still has time to advance SB 98 in one form or in the coming days. Once the amendments are well approved and rejected by the Senate, the invoice can be sent to the House for consideration.
The last day of the Missouri General Assembly’s 2021 normal consultation is scheduled for May 14.
