President Joe Biden will unveil a new $3. 3 billion investment through Microsoft on Wednesday to build a new artificial intelligence data center in Racine, Wisconsin, in an effort to showcase his promotion of projects and economic accomplishments in the key battleground state.
According to the White House, the knowledge center will create 2,300 union jobs and 2,000 permanent jobs.
Microsoft has also pledged to collaborate with the state-run Gateway Technical College to deploy 1,000 in data center and STEM roles and train 1,000 business leaders to adopt AI in their operations.
The White House highlights that the data center task is part of Biden’s “Invest in America” campaign to mobilize private sector investments to create production jobs in the semiconductor, digital energy, and artificial intelligence sectors.

The AI data center is built “on the same land” where former President Donald Trump opened a $10 billion Foxconn factory that never saw the light of day, as discussed in the White House fact sheet on the project. Trump called the plant “the eighth wonder of the world” when he announced it in 2017 and promised it would create 13,000 jobs. The Taiwanese electronics maker eventually reduced its investment to $672 million, promising to create just 1,454 new jobs. Foxconn does not participate in Microsoft’s campus.
“Six years ago, previous management touted a $10 billion investment through Foxconn that would supposedly create 13,000 production jobs at Racine. But after 100 homes and farms were demolished to make way for the production plant and more than $500 million in taxpayer cash was invested to prepare the site, that investment did not materialize,” the White House said.
Biden is also expected to attend a crusade later Wednesday in Racine, where he will meet with Black voters and “discuss the issues at stake in this election and the significant progress made under his leadership for the Black community,” according to his campaign.
